Reviving the FGS strayed constitutional mandate by its regional states leaders. In-depth analysis by Abdideck
Since the crumple of Somalia’s powerful central government in the year 1991 which prompted the commencement of clan centered political rivalries and a tailored local and foreign political brokers’ network that are mainly stationed in the neighboring and Middle East countries, Somalia has been the most dangerous place on earth. Somalia’s infamous myopic clan motivated leaders competed for a mere token that comes with hefty conditions from foreign spoiler groups: mainly the enemy of the Somali people. These enemies were either after individual or group interests or implementing their country’s or individual agendas to tear and torn Somalia apart. To focus mainly on drivers of these foreign political spoiler agents from within, it’s clear how Somalia’s regional leaders were very interested in maintaining their tradition of meddling in Somalia’s foreign and domestic affairs, thus making the Somalia status quo and fragility index to still remain an intact. Somalia’s sovereignty as an independent nation has been in question since and then and until recently. Depreciating Somalia’s central federal government by state leaders had become a custom and a habit until February 2017 election that declared Mohamed Abdullahi Farmajo as the elected President of Somalia Federal Republic and coincidentally the historical leaderships reforms in neighboring Ethiopia. The new political leaderships of Ethiopia altered the entire preexisting regional, especially HoA political cycle, as Ethiopia government adopted a new policy that abandoned and brushed aside the Somalia’s states regional spoiler leaders and welcomed the federal government and the people of Somalia with cordial gesture.
The Federal Government of Somalia (FGS) international relations and foreign diplomatic policy frustrated the rich Arab Monarchies ruling the Middle East countries thus distorting the regional leaders’ affairs in the Middle East especially the UAE and Saudi Arabia. In spite of laying down all the above to impede the regional leaders’ direct involvements in the country’s foreign matters; which subsequently gives foreign states a ticket to virtually interfere in Somalia’s internal affairs only to threaten its sovereignty at the expense of small handouts. However the political order of the HoA countries is led into a different new direction thus leaving Somalia’s regional leaders filthy affairs within the HoA and beyond into total suspense except Kenya’s corrupted political leaderships–who are desperate with their false ownership claims in parts of Somalia’s territorial waters, which maintained a direct involvement in Somalia’s internal affairs by hosting fugitive Abdirashiid Janan’s armed rebels inside Kenya territory and blindly supported Ahmed Madobe controversial re-election which is not recognized by the FGS and as well the International Community. The Madobe’s Kenyan relationship is a mutualism trophobiotic one where Kenya protects the destructive interest of Madobe within Somalia and in return Kenya receives tokens in cash (charcoal trade, sea and airport revenues) and in kind. No matter how much Kenya government is obsessed with Somalia’s internal affair, the FGS has positioned itself to uphold its sovereignty and political interests within and beyond the neighboring countries which once were a safe haven for regional leaders to set their unprecedented machinate against the FGS. Three of the regional state leaders who posed unimaginable threat to the FGS’s ability to enforce its national political agendas and fully revive its constitutional mandate over its FMS were democratically ousted from office one after another in state elections that rejuvenated the hope of the Somali people. Puntland’s Dani who unseated former state president Gas in a highly contested state election did not come into good terms with the FGS but lost in all of his anti-FGS initiatives and attempts to establish a direct contacts with foreign countries and international organization at the stake of the FGS global image. Deni’s latest controversial letter directly addressed to the African Development Bank asking for financial support for his office in order to be able to address and support families’ affected by the recent floods in Qardho has turned as a slap on his face after the AfDB overt respond letter to his obscene, wanton and lewd approach to bypass the FGS’s legal responsibility over the country at large has fired back, AfDB clearly stated in its letter of respond to Deni that it is the only the FGS that they are obliged to deal with on matters of Somalia and advised the state leader to liaise with the FGS on AfDB financial supports to Somalia, this is a fine example of a moment within and outside time for Deni and his likes who will become voluntarily self-isolated from the FGS state affairs unless otherwise they fully cooperate and accept the FGS to execute its constitutional authority and mandate over the whole of the country. Deni is currently in physiological emotional dilemma with state political disputes revolving around his leadership cycles. Only Ahmed Madobe who has a background of work experience with violent extremism’s (Alshabaab) operations and well known for founding and operating a self-styled Raskamboni militia fully armed by the Kenya Defense Force (KDF) has illegally opted to remain in power for the third time through Kenya government’s backups. The Raskamboni militia which previously encompassed all the Ogaden sub clans exclusive of other Jubbaland State clans has currently around only 1,300 hardened Ahmed Madobe sub clan fighters who were affiliated with ONLF before Ahmed Madobe come to power and established his own self-styled Jubbaland state while ignoring the role of a former President Hassan Sheikh’s government and the international community in the early formation of a new inclusive and all clans driven Jubbaland state. If I may take little bit back, Madobe was never elected and he never declared that he left the Al-Shabab extremist ideology. When he came to Kismayo before seven years and the last time he said he will hold elections, both yielded nothing but intimidation, murder, assassinations, and elimination of anyone who posed a threat to his system by speaking the injustices and looting of the natural and public assets. Minority and non-Ogaden clans were distinctly affected. Mogadishu and Nairobi has seen their interests at the disputed maritime totally incompatible after Somalia booked a case against Kenya’s false ownership claims at parts of Somalia territorial waters at the ICJ, while Kenya aggressively seeks an out of court settlement, Somalia firm position to proceed the case in the international court until the final verdict is untouched. Somalia maintenance of a calculated low profile diplomacy which is flavored with tolerance, respect for international treaties and UN conventions with provocative Kenya has its limits; no matter if Nairobi government miscalculates Mogadishu’s silent defensive mode over Nairobi’s constant violations of its sovereignty, It is however, obvious that the actions of Nairobi against Mogadishu to have its own consequence and repercussions if the current elected President Farmajo wins another term in 2021 elections as the FGS reelected President and the ICJ rules in favor of Somalia. “The efforts to create an inclusive and a fair Jubbaland state that is free from foreign collaborators within Somalia will be the litmus test for federalism in Somalia and Somalis and as well the end times of many long standing spoiler groups and kleptocratic cartels”
